Mandala Chain Partners with BRIN to Advance Digital Identity and AI Readiness in Indonesia

Indonesia is at a pivotal moment in its digital transformation journey. With a population of more than 270 million, a rapidly expanding digital economy, and an ambitious “Digital Indonesia 2045” vision, the country is laying the groundwork for secure, inclusive, and future-ready digital infrastructure.

To support this effort, Mandala Chain, Baliola, and Indonesian Blockchain Society (IBS) have partnered with The Research Center of Public Policy within BRIN (Badan Riset dan Inovasi Nasional), Indonesia’s National Research and Innovation Agency. BRIN is a cabinet-level government agency formed to centralize and coordinate national research and innovation efforts. It operates directly under the President of Indonesia. Together, Mandala with the Research Center of Public Policy / BRIN are launching two focused research tracks that will inform how blockchain, AI, and decentralized identity systems can be implemented at national scale.

Research Track 1: Digital Identity Adoption

Digital trust is fragile in today’s Indonesia. Data breaches, fragmented systems, and legacy models of centralized identity management all present risks to citizens and institutions alike. At the same time, digital identity is a cornerstone of secure healthcare, finance, and public services.

The first research track will map Indonesia’s readiness to adopt decentralized identity (DID) frameworks across sectors such as healthcare and finance. Key questions include:

  • How prepared are financial and healthcare institutions to integrate DID?
  • What regulatory frameworks already exist, and where are the gaps?
  • What barriers — technical, institutional, or social — stand in the way of adoption?
  • What strategic steps are required to strengthen existing systems with DID integration?

The outcome will include a policy paper and institutional model to guide government ministries in designing digital identity systems that are secure, ethical, and scalable. Future directions include extending interoperability to public sector systems, addressing inclusion for marginalized populations, and prototyping governance models for ethical digital ID.

Research Track 2: Blockchain and AI Readiness

The second track focuses on blockchain and AI adoption in Indonesia. As both technologies move from theory to practice, policymakers and enterprises face questions of infrastructure, regulation, and workforce readiness.

The study will assess Indonesia’s capacity to leverage blockchain and AI across critical sectors, including digital government, financial infrastructure, supply chain, and healthcare. With Mandala Chain’s infrastructure in scope, the research will highlight how sovereign chain frameworks, decentralized identity, and AI-driven inference layers can be deployed to enhance efficiency and security.

Deliverables will include a series of reports benchmarking Indonesia’s readiness, along with recommendations on how to align technological capability with regulatory and social frameworks.

Milestones and Deliverables

The partnership is structured around clear milestones. Initial outputs include ethics approval, baseline data collection, and finalized research instruments. Later stages will deliver draft reports, policy recommendations, and a final consolidated paper for government ministries and enterprise stakeholders.

Each stage ensures that findings are practical, actionable, and tied directly to Indonesia’s digital transformation priorities.

For Mandala, the partnership ensures that technology adoption is guided by evidence, grounded in policy, and aligned with the needs of citizens. Working with The R esearch Center of Public Policy within BRIN helps position blockchain and AI as real tools for building trust, protecting data, and enabling inclusive access to services.

For Indonesia, the insights generated will directly inform how ministries and enterprises design systems that can serve the nation for decades to come. The work also positions Indonesia as a leader in decentralized identity and AI-driven governance across emerging markets.

Looking Ahead

As these research tracks progress, Mandala and BRIN will continue to collaborate on turning findings into real-world applications. From decentralized identity systems to AI-enabled fraud detection and supply chain integrity, the goal is to translate research into infrastructure that supports Indonesia’s digital economy at scale.
